Plummer conducted environmental studies and prepared environmental documentation including a Phase I Environmental Site Assessment, a Preliminary Jurisdictional Determination (PJD) of waters of the U.S. including wetlands, and a Threatened and Endangered Species Letter Report for the proposed approximately 400-acre Midtown Business Park project site, which is traversed by two perennial streams: Spring Creek and Lick Creek. An approved Jurisdictional Determination was issued by the U.S. Army Corps of Engineers after their review of the submitted PJD.

The project included the design and replacement of an existing 34,000 linear feet (LF), 18-inch to 24-inch diameter raw water transmission pipeline.
