The Texas Commission on Environmental Quality (TCEQ) Multi-Sector General Permit (MSGP) for industrial stormwater discharges (TXR050000) is set to expire on August 14, 2026. TCEQ is expected to renew the permit with some revisions and updates. Currently covered facilities—or those that require coverage—must take action following the renewal of the permit to maintain compliance.

What is msgp?

The MSGP is a general permit issued under the Texas Pollutant Discharge Elimination System (TPDES) that regulates stormwater discharges from certain industrial facilities and municipal wastewater treatment plants (WWTP) with greater than 1.0 MGD permitted flow.

Facilities with applicable Standard Industrial Classification (SIC) codes must comply with sector-specific requirements, including:

Stormwater monitoring and reporting
Implementation of best management practices (BMPs)
Routine inspections and employee training
Develop a stormwater pollution protection plan (SWPPP) for the site
